The problem is that 9 is pretty small too. Once again, Apple isn't being aggressive enough in correcting PC bugs. About the only thing you can really do, if you know these senders well, is to make them aware of this problem and to use a larger font when sending specifically to you. Perhaps read the threads, I get the difference between point and pixels rendering diferently - and I am guessing most people do. If we have to set a font at 13 in Outlook mac for them to render 10 in Outlook PC or in any other email client then fine, but you may want to ask why there is so much frustration in the user base? This is compounded in my case that I also have a mix of fonts in the delivered email.

The receiver of my email could see anything from a very small font in my email message or they will see a variety of fonts in an email message. I am soo f-ing frustrated with this issue and cannot just simple find a solution that works.

Change the font size in Outlook for Mac

I am debating just sucking it up and going to Windows 8 full time. I have the same issue. At first, when I was composing in HTML by default, it would look like everything is the same font when I was composing the message, but in the sent folder it would be haywire. Before sending, I would select all text and could tell it wasn't registering the same font, but when I tried to change everything to the same font, it wouldn't let me.

Or would pretend, but the sent version would still lose formatting. I have tried to fix the problem by first composing in text only mode and then switching to HTML just when I am finished, so I can activate any links. I select all text to make sure that it is showing as the same font--check--and then send.

It looks perfect in my sent folder. But my recipient still receives it with some text as 10pt, some lines as 13pt, etc. I am using relative sizes here. Please note that I am only on a Mac because it is what my employer makes us use, otherwise I'd be using the regular version on a PC and would not look this unprofessional.
