I sort of tested that and I believe it works. Put the library on an external and then opened it from both my computers. That might be a very very good solution!
No cloud but very good file management. You can definitely have a managed Photos Lib on an external and move it between computers, provided the computers have the same OS version. Once you make a library the system library i.
